China's Paper Industry Subsidies Unfair to U.S. Paper Companies

Rep. Mike Michaud (D-ME) has published an op-ed in the Maine Morning Sentinel on China's massive subsidies for its paper industry.  In it, he cites a recent EPI report by Dr. Usha Haley that documents $33 billion in subsidies between 2002-2009. In his op-ed, Rep. Michaud refers to the EPI report:
This report makes clear that the rise of China’s paper industry is less related to market forces than to a decision by China’s government to implement an industrial policy that promotes domestic paper production.
