early-shift.jpg The World Bank issues a report on the rise of protectionism, but fails to cite China’s currency manipulation or subsidies, and grossly misinterprets trade-legal Buy America requirements.  Interestingly, the World Bank considers anti-dumping cases, designed to prevent market distortions and unfair trade practices, as protectionist.    Struggling U.S. auto parts makers and workers seek insurance as part of an auto rescue plan.    James Fallows wonders if the return of smog to Beijing is a sign of renewed economic activity in industrial China.
